+P240 SA PLANE TICKET PARA SA IMMIGRATION MODERNIZATION?
The Bureau of Immigration (BI) has an unsolicited proposal from Securiport LLC to impose a $4 charge for every passenger going to and from the Philippines to fund a P10.74-B immigration modernization project.
On May 18, 2026, the BI said that its pre-qualifying bids and awards committee “shall proceed with the remaining procurement activities, including the finalization and approval of the draft PPP contract.”
The plan drew public backlash over the weekend.
Draft PPP agreement notes that the DOJ has already approved the Civil Aviation and Immigration Security Services (CAISS) project on Dec. 2, 2025.
It costs P10.744 billion with a concession period of 20 years. Government will not subsidize because it is to be collected from international travelers.
CAISS will cover major gateways, some of which are already operated by private entities or consortiums that have contracts to upgrade some immigration systems, such as e-gates.
